Renters cannot apply directly—applications must be submitted by the property owner or their designated agent.

Heat pumps can lower energy costs, though the savings depend on what system you’re replacing.
If you’re replacing a gas furnace, you can typically expect modest heating savings of around 10–15%. However, because a heat pump also provides efficient air conditioning in the summer, many households find their overall energy spending stays about the same while gaining year-round comfort.
If you’re replacing electric resistance heating (like baseboards), the savings are much larger—often 50% or more on heating costs. And if you currently rely on portable air conditioners, a heat pump’s high efficiency can reduce cooling-related energy use by roughly 25% or more.
