Terms and Conditions

If approved for the $5,000 Bonus Heat Pump Rebate, the following TERMS AND CONDITIONS will apply:

The Applicant (“Owner”) certifies that all information provided herein is true and correct:

  1. You are the owner of the home located in the city of Bellevue, Issaquah, Kirkland, Mercer Island, Redmond or Sammamish and are authorized to approve the installation of a qualified heat pump.

  2. Household size and income is truthfully reported and accurate in determining eligibility for the Bonus rebate.

  3. The installed heat pump system meets the following qualifications:

o    The heat pump is on the approved product list at: https://tinyurl.com/Bryant-Carrier-Products or https://tinyurl.com/Mitsubishi-Products

o    The heat pump is sized to meet the heating needs of the entire home.

o    Bonus rebate only: heat pump installed is a fully electric heat pump (no hybrid heat pumps).

By signing this form and accepting any rebate, Owner: (1) represents and warrants that Owner has installed all heat pump products in compliance with all applicable federal, state and local laws, codes, ordinances, including all building energy and accessibility codes; (2) acknowledges and accepts the ESE program administrator's right to verify the heat pump products listed on the homeowner’s invoice; (3) agrees to provide proof, if requested by the program administrator, that income is at or lower than the listed limits for “bonus” rebate; (4) agrees that program administrator may share information with program partners including the cities of Bellevue, Issaquah, Kirkland, Redmond, Mercer Island, Sammamish and Puget Sound Energy and grant funders including Puget Sound Energy and the Washington State Department of Commerce if applicable; (5) understands that all rights to the carbon reductions associated with energy efficiency upgrades will be waived; (6) acknowledges and agrees that: (a) City of Bellevue has not and does not make any representations or promises with respect to the heat pump products, the energy consumption, and/or energy savings from the installed heat pump products; and (b) that City of Bellevue MAKES NO IMPLIED OR EXPRESS WARRANTIES REGARDING THIS PROGRAM, ITS POLICIES, PROCEDURES, INSPECTIONS, AND SPECIFICALLY DISCLAIMS ANY WARRANTY OF MERCHANTABILITY OR FITNESS FOR A PARTICULAR PURPOSE.

I/We understand that if the home is placed on the market during the application process and before the approval of the incentive, the program will cease to process the application.

‍Program Funding

Funding for the Energy Smart Eastside Bonus Heat Pump rebate is sourced from city budgets and grants from the Department of Commerce Home Electrification and Appliance Rebates (HEAR) Program.

The Home Electrification and Appliance Rebates Program is supported with funding from Washington’s Climate Commitment Act. The CCA supports Washington’s climate action efforts by putting cap-and-invest dollars to work reducing climate pollution, creating jobs, and improving public health.
